Anisotropic Newton's kernel in the plane

The goal of this paper is to construct a fundamental solution of the operator $div(B\nabla)$ in the plane, where B is a real symmetric and definite positive matrix, and to find integral representations to the solutions of the stationary inhomogeneous anisotropic equation.
